Laptops aren't a priority. Like Nvidia, they are making tons of cash in datacenter, laptops are pocket change.

I remember reports like these dating at least back to Zen 2, the biggest issue seems to be that it's hard to get AMD to commit to shipping a large number of CPU's.

I also don't think AMD even makes reference design laptops like Intel does.

Nobody's asking for outer shell, software side and potentially best practices for internal HW design might be welcome, especially if there are new hardware features

How about "don't put a 45W CPU in a half inch thick laptop you r-slurs it's gonna throttle"

OEMs don't seem to have a problem doing that with Intel parts (or Nvidia for that matter) why would they listen to AMD ?

It's not just that, AMD won't even guarantee a set amount of chips for OEMs in the first place. They don't even offer adequate support, just see how their mobile 7000 series launch didn't even have drivers for their 780m iGPU until a couple months afterwards it's clear they don't give af.

Besides if Intel goes the extra mile by collaborating with OEMs why the frick shouldn't they expect that from AyyMD?
