He's an autist who has been using reddit for the last 6 years and probably longer and somehow isn't tired of it(I've been using this site for a little over a year and I'm just about done). AEO removes shit like that all the time, the mods would rather we remove it than they do so we don't get banned. It's one of the only rules there are. Don't tell people to kill themself even if you do it cleverly.

Legally based on UK law, it isn't harassment to make a public offensive post. It's only harassment if you send offensive personal messages, and furthermore continue after the recipient blocks you (making new accounts or stalking their other online profiles). So basically you can legally say whatever the hell you want if the other person makes no effort to block you, or if they keep arguing back and you just have a typical online spergout.
