You choose what language you are learning then you can see "moments" (tweets) from people that speak that language and have their learned language set to your native language. The intention is that you post your tweets in the learned language and the natives can correct any mistakes. As a language "learning" app it's pretty shit because the main focus isn't lessons in a foreign language. It's better for practicing and maintaining the language skills you've already learned elsewhere. I and many others just use it as a way to find international friends, maybe more.
