They're the descendants of slaves poor illiterate slaves, and Latin America has always been an unequal shithole. That and it's just the circumstance of being born to a destitute favela, if they were born to one of their neighbors where chewing coca is legal and a human right they'd be able to make something out of their lives beyond literally just smoking crack in an alley until they die. Even as some dirt poor Yemeni they'd get to chew Khat while they go about his business and be able to go live their lives.
