The only target audience for that kind of movie is younger teenage girls. Since the first movie Harley Quinn is a very popular cosplay, every edgy somewhat artsy chick (basically uglier e-thots that just want to have sufficient plausible denial that their activities are still "art") has social media full of themselves dressed as versions of her.
So if the movie is rated R, all the 13yo who are the only ones who care about it can't go see it without an adult (and those kind of girls usually don't have parents that are very active in their lives).
Its like paying to sit in front of an advertisement made by social engineers and mega corporations marketing departments to start a multicultural crime ridden dystopia where neo peasants powerlessly compete for the mind numbing peak oil jobs of the future training robots before they get replaced.
I've been having fun debating this one on Reddit. I know the word "triggered" is overused but holy crap, people are really getting triggered about this.
And then, after they make personal attacks on me, I can report them for violating subreddit rules.

Not racist, but isn't it possible that this is exactly what the filthy grasping Jews want us to think?

honestly that alone could have stopped this movie from tanking. if they did some amazonian femdom whistles like they did with Wonder Woman
