This is roughly the original recipe from Jew York I think, a lot of restaurants used chicken stock instead of water and ketchup though so it might taste somewhat different than you're used to. You don't really need the flour or cornstarch. And those peppers don't actually have any flavor so you don't need them, they're just heat.
