I read up on Saddams Sarin program once, pretty much his entire ability to build nerve agents disappeared the moment he lost US support. It's not easy, to build any significant amount you need to import a lot of suspicious precursors he wouldn't be able to import easily and build suspicious facilities Isreal would've bombed long ago. Also it degrades pretty quickly so it's not like he could buy the stuff and store it easily.
