My boy James Scott was set up by the Quincy government to cover up their own mismanagement of the disaster. The levee that was constructed to hold up against the flood was not built anywhere near strong enough to prevent the flood and they knew it. After the levee broke, JAmes was interviewed by a local news channel and a police detective who had a history with James when he was a boy got the idea to pin the flood on him. The reason James was being interviewed, was because he was at the site of the break WITH MORE SANDBAGS because earlier that day HE TOLD THE FOREMAN supervising the construction that there was a leak that he was worried about.

For James to have removed the bags like they claimed, he would have had to dig a hole into the wall, crawl in and pull out a bag without immediately being drowned by thousands of gallons of water rushing in over him. It would have been physically impossible for one man to do this like they claimed. But one person in power didn't like him, and stood to lose their job after the levee failed, so they set him up and he is still rotting in prison.
