It's well worth seeing if you're on the continent. It's quite breathtaking - the pictures don't often really show the true scale of it but the sculpture is actually 5.2m (17 foot) tall and it's really quite awe inspiring. It was based on actual classical era statuary to my understanding, which in turn was symbolism. Erect phalluses represented the loss of reason and thought. Notice how statues of Zeus often have him with a small dick even though he's literally got the biggest dick in creation and turns into a bull and rapes anything he wants? It's more about the mode they're in. Having a small dick in the statuary signifies "I have my shit together and I'm civilized". It's not quite that simple though, ancient people carried around big ol' dongs on jewelry and as objects of worship to protect against evil, so I'd say the symbolism was restricted to certain statues.
