The banks noticed there were millions coming out of the bank account of a mentally ill person for weird transactions (so their cancelled the checks). Since it's not their first case in human court for some kind of fraud or other, the bogs suddenly wanted to obtain Congolese diplomatic passports (for immunity). They bribed the local government. Which in turn only got them nominated "UNESCO scientific experts" by the Congo. Which is worthless since it's basically like being a jannie : you don't get paid, and you don't have immunity from any law.

At this point it's worth noting multiple people were draining the millionaire who killed himself, including former reality TV stars, an hypnotist to the stars, a jew lawer, and quite a few entertainment producers (ethnicity unknown but since it's in Paris pretty easy to guess).
