Assuming the Japanese Communist Party actually would care about this at all (I don't think they would) why would the other parties in Japanese Parliament care?
A bunch of notoriously insular people on an island who probably barely speak/read English (if at all) are absolutely going to care enough that some random Japanese person owns a website containing a forum that some western leftists don't like to do "something" about it.

But their plan is to get the JCP to pressure Hiroyuki Nishimura through the parliament. Everyone knows how respected and listened to the communists are in Japan... How likely is it that if they say some website is bad and should be shut down, it'll end up receiving a medal? Basically like that episode from South Park when the KKK realizes people are going to vote against anything they endorse just to spite them.

Hiroyuki is famous for ignoring court summons and not paying the fines for 2channel, I doubt anyone in Japan would care about 4chan to start with and even if they do there is seemingly no recourse for just ignoring court decisions and refusing to pay fines.
