You seem to be under the impression he lives in the US, he said his university is in a fairly liberal country so it's pretty unlikely he lives in the US, meaning he could very well be in a country where racist slogans or symbols are illegal.
t I'm certain that the student wearing revealing clothes also wants to elicit a reaction (whether it is disrupting the class, I don't know.) We are in winter now, so she comes fully clothed, changes her clothes once in the building and always (clothed or not) sits on the first row so everybody sees her. Outside classes, she is fully clothed. Her behavior is 100% intentional and she knows that when wearing that kind of clothes, the environment of the class will accordingly change.
I hate trying to teach a class full of people when there is something causing everyone's attention to be distracted. Luckily I only teach in a business setting, so the distractions are usually a cool gadget that someone brought. In that case I can go over, have a look tell the owner how neat it is and then tell them to put it away so we can cover the material.
You can't really do that when little Suzy shows up half dressed. "Look everybody, Suzy is showing us her tummy today!" wouldn't go over very well.
Yeah, back when I was a teacher and lecturer I experienced some issues around what I might call 'overexposure' in a classroom setting. Fortunately the judge understood it was strictly the result of a mid-life crisis and I got away with probation, whew!
