Correct me if I am wrong, but the "big-eyes" style of Anime stems from Western influence where American cartoons (like Betty Bop, Felix the Cat, Bugs Bunny/Elmer Fudd etc.) all had large eyes as it was easier to express emotion.
This style was appropriated by Japanese animators (specifically Osamu Tezuka) with cartoons/animes like Astro Boy and Metropolis which popularized the big-eye style in Japanese culture.
However, I will note that most anime characters, despite their large eyes, are in fact Japanese, and the key here is how noses are portrayed (Japanese characters have no "bridge"). When westerners are portrayed in anime, they end to have large, or exaggerated noses....this is a practice that dates back to the 1500's when Japan made contact with Portugal.
