the government supports the garbage degrees through diversity/quota requirements that force the creation of useless HR positions in the private sector, and direct hiring of "social workers" in the public sector (whatever they do).
What diversity and quota requirements are you talking about? I don't know of any except for the obvious anti-discrimination laws, which have nothing to do with this.

AFAIK one thing they do is take kids off parents who are no longer in a fit state to look after them, a position of responsibility I'd say they should be trained to a very high level (i.e. degree- level, as is also the norm for nurses here in the UK).
