It's not just psychological. A lot of policies affect things at the community level, so a single policy can easily end up helping certain areas of the country while hurting others. The point of a representative democracy is to force compromises that take all of the representatives' constituencies into account. Unfortunately, it seems like both sides have a bad habit of viewing it as a game of winner takes all. Too many people are convinced that the policies which benefit their local community is what's best for the whole country, and think the other half of the country (who face vastly different issues) are just toostupid to realize what's actually good for them.
