I think the main thing is that outside of skin color and increaseed/decreased risk for certain diseases, there is nothing different between the brains of different races, while there are significant differences between male and female brains. Therefore, you can't have brain that doesn't match your skin color, like you can with sex.

1) race is the phenotye you inherit from your parents, and society defines which phenotypes make up a race. Sex is not inherited. (ie, female couples have female babies, male couples have male babies, and a male and female have a baby that is bi-gender). If your parents are white, you are white.
2) The sexes are different from one another, whereas race is mostly cosmetic. A male will never give birth. A female is much weaker. This makes the implications of dysphoria about one's sex much more far reaching, and much more dangerous to the mental health of the sufferer
3) Gender is incredibly restrictive. A man absolutely cannot do something as simple as wear a dress without being thought of as a freak. Men and women are segregated in many ways. However, it's very common for a person of one race to take up all the trappings of another and integrate themselves into the spaces of that race.
I'm saying all this to show how gender/sex and race are different, and why the need for gender/sex transition arises. I also want to point out that Rachel Dolezal never actually altered her body. She didn't need to because she never felt physical dysphoria. Also I suspect she doesn't want to actually be black, just to be "not white" and a mixed race person was the easiest thing for her to pass herself off as

Also, stating that you are a different race opens up the possibility if gaining advantages that aren't necessarily set up for you (ie, scholarships).
