You are correct. After the dark age of technology the emperor banned that level of technology/it was forgottened. With that said. They do exist and are found from time to time but they don't like humans and tend to try and kill us.
Specifically it was outlawed after mankind's intelligent robots rebelled in a war that almost destroyed the human empire. So for good reason, no artificial intelligence is allowed now that isn't somehow restricted and kept in check by a human brain.
But yes, there still are some AIs that survived in some isolated computers or facilities. They usually are mad from millenia of isolation or, as you said, not particularly fond of humans anyway
