Some ethnic groups and individuals look 'blacker' than others, but cushitic-speaking peoples were historically lumped in with caucasians (though that due to European WEWUZing) and now considered part of the afroasiatic family, which contains berbers, arabs, etc.. While some ethnic groups and individuals like the person in your first link have sub-Saharan features due to admixture, the vast majority of cushitic-speaking people are very distinct from sub-Saharan 'black' groups if you're not one of those people who looks at someone with African skin and immediately lumps them into a generic 'black people' category.
Yeah, certainly Ethiopians/Somali have mixtures of different peoples. but you really can't say that they "aren't black" unless you consider american black to no longer be black due to European admixture.
I mean, I guess they could be considered black in terms of the American umbrella term, but at that point it really is just an uneducated burger social construct because they're completely different genetically with cultures that share very little with groups south of the Sahara.
It's hugely diverse, but the top of Africa shares almost nothing in common with the bottom genetically, whereas ethnic groups within those regions do have genetic overlap. You may as well call Berbers and Arabs 'black' if you're going to apply the term to Cushitic people. Or, if you're going by skin color, you may as well consider South Indians, Andamanese, Papuans, etc. 'black'.

So what if the make-up artist was black, would that makes this okay? What if it was a white person drawing a picture of a black person? Is it only wrong if it's 'art' in the context of make-up making a white person appearing as a person of color? What if it was make-up making a person of color appear white?
