There is a huge environmental impact that comes with just making the car. Materials to make the car have to be produced, the machines and facilities have to be powered and operated, workers have to drive to work to make the car, etc.

When you analyse binaries you can find so called fingerprints that enable you to uniquely identify pieces of code, like with a human fingerprint. This is how companies like Kaspersky can link attacks to certain groups even when targets, endgoals, methods or even tools are completely different. Language of the group can be found through it, but this is only a small part of what fingerprints can be. They also don't reveal too much. You can find, for example, that a program was written in a Chinese environment, but without other fingerprints this doesn't say anything about the level of threath, the purpose, if it's a government etc.
When you have the advanced homemade tools the CIA has, constantly using them makes it very easy to identify you through the fingerprints, making them weaker and exposing you; it's basically impossible for a group to create a completely different/unidentifyable code from scratch. If you think about two skilled athletes, let's say Messi and Ronaldo, you'll be able to recognize two different playstyles, signature moves etc. and while they're both insanely skilled, they won't be able to emulate the other's playstyle. It's the same with these fingerprints.
So what their tool does is incorporating snippets of code from a vast library of malware from around the world, including other nation-states, into a new unique piece of malware specifically tailored for current purposes. The huge benefit is that it allows them to use their own advanced tools less often and for specific purposes and thus making them more dangerous, while enabling you to engage in similarly sophisticated attacks with anonimity more often. Another benefit is confusing the victims, because leaving fingerprints of an Arab group, the Chinese government and Russians basically rules out a targeted attack by one entity and adds difficulty to completely removing everything and stopping the whole attack because you don't know where to look.
You can false flag with it, obviously, but that's a mediocre use for the tool and not even a fraction of what it does. You don't need it to false flag, you can do that with less time spent just slightly modifying malware. Especially since the target was the DNC and not a nation-state.
