If a medical practice is required to give a hiring manager that information, that is a violation of HIPAA laws.

How so? Not every company that can (by law) drug test, will drug test. I expect this law to be implemented in a similar fashion.

People will have a choice. If they don't want to work for a company that requests that you waive your HIPPA rights they won't have to.

not everyone has the indefinite financial stability to look around for a position that is appropriate for them and doesn't violate their privacy. being out of work is a desperate situation for many people, and they can't necessarily take the time to stand up for their rights when that might mean not being able to make rent and ending up on the street. if that doesn't seen like an issue to you, fine, but don't hide your indifference behind some laughable illusion of "choice" like we're talking about shopping in a fucking supermarket here.
