I really can't understand how this can be drama. Oh wait, it's the americans, in the rest of the world girls are legal around 15.

No. If the age of consent is 16 you can fuck a 60 year old. The restriction is for ages under that, so a 15 year old could fuck someone up to 19 but a 20 year old will go to prison.
