If a mod team starts a vote to remove their acting head moderator, that moderator (or another working with them) cannot retaliate against any mods who voted to remove the head mod.

Then, Joan was added back to the mod team by the admins, Ann was stripped of his perms on both top accounts, and Ann and Joan were told to make no changes to the mod team.

What I assume happened based on my experience there and the little I've read about this so far:
Sarah_Connor got intoxicated one day and decided enough was enough with the Trump drama the mod team had (incompetently) cultivated there.This led to him impulsively and suddenly removing everyone's mod powers for a "recess" (to try and claim the conch.)
AATA quickly goes on his fabled back channels (or just sends PMs) and alerts admins to this move by sarah_connor, asking for emergency intervention, which they do within a few hours.
Petty resentment builds from this move and causes most mods to grow wary of Sarah_Connor (no doubt flamed on by AATA, Littlefinger style).
Flytape calls S_C to plot the mod reordering. It happens, and the two most fervently right-wing partisan mods get added back first. Meanwhile AATA is busy crying to the admins again. Admins come in and do what they did (which they may or may not realize is just putting a bandaid on the problem). Flytape and DronePuppet (who might be flytape for all I know, with that username...) rage-quit the mod team. AATA struts around the sub about it.

They simply restored everything back to what it was, as far as I could tell. I went to sleep as a mod and woke up as a mod. But I could see all the adding/subtracting mod actions on the history thing.

Ann then posted a comment saying drama was looking for new mods.
Then, Joan was added back to the mod team by the admins, Ann was stripped of his perms on both top accounts, and Ann and Joan were told to make no changes to the mod team.
Then all other mods were added back.
Anyway, I paid close attention to that precisely because i wanted to see how the new rules regarding changing active top moderators (and retaliation for said vote) would be handled.

What I assume happened based on my experience there and the little I've read about this so far:
Sarah_Connor got intoxicated one day and decided enough was enough with the Trump drama the mod team had (incompetently) cultivated there.This led to him impulsively and suddenly removing everyone's mod powers for a "recess" (to try and claim the conch.)
AATA quickly goes on his fabled back channels (or just sends PMs) and alerts admins to this move by sarah_connor, asking for emergency intervention, which they do within a few hours.
Petty resentment builds from this move and causes most mods to grow wary of Sarah_Connor (no doubt flamed on by AATA, Littlefinger style).
Flytape calls S_C to plot the mod reordering. It happens, and the two most fervently right-wing partisan mods get added back first. Meanwhile AATA is busy crying to the admins again. Admins come in and do what they did (which they may or may not realize is just putting a bandaid on the problem). Flytape and DronePuppet (who might be flytape for all I know, with that username...) rage-quit the mod team. AATA struts around the sub about it.
Now the Lord of the Flies scenario continues with two (and a half, S_C is on probation for being naughty) less schoolboy mentality people jockeying for power to sculpt the sub to fit their agendas (all the while selectively applying the rules).

It's about time that /u/flytape got dumpstered. You'd think he'd just tuck tail after falling to take the entire subreddit over with /u/sarah_connor. Instead he makes an incredibly shitty subreddit with zero activity and tries to pretend he "resigned" when he was really told to take his failed overthrow and get the fuck out.
