Woman CAN already divorce men but they have to go to courts. For men, it's simple the act of saying "divorce 3 times" (while sober and not in extreme anger). Now the thing is that the marriage is broken IN THE EYES OF GOD and legally but if you don't tell anybody, nobody will ever know hence the (((Govt))) will think you're still married. Do i agree with this? No.
As for polygamy it's something that can be used for evil and good. See in the Quran it says that if you can treat multiple wives with JUSTICE then you're allowed to marry up to 4 women.
Now the thing about justice is that it's ABSOLUTE. It's not quantized. It means EQUAL amounts of attention, sex, gifts, kisses, hugs, compliments etc.
In short, it's humanly impossible to fulfill this requirement. Then why the permission in the first place? What's going on here my dude?

Wars were waged and women became widows. There was a stigma attached to the title of widows. So because of this, God allowed men to marry women FOR THE PRIMARY PURPOSE OF SUPORRTING HELPESS WOMEN like widows/divorced women.
In the west, a brother can taken of his dead brother's wife financially without marrying here because there's no concept of "mehram na mehram". But because of it existing in Islam, it's much more preferable to simply the marry the widow/divorcee.
Also in Islam (I'm not sure) for a normal marriage, a healthy sex life is encouraged and some even argue that longer than 6 months of a "dead bedroom" situation (excluding voluntary withdrawal) due to arguments can lead to the legal marriage bond between them (called Nikah) to be invalid. They're not divorced per say but an imam must perform it again (excluding the legal paperwork).
^ Take this one with a HUGE ASS grain of salt but the point was that when you marry someone for the sole reason of helping them and their children financially etc, the normal rules and requirements of marriage don't apply. You can't pressure such a wife for sex and she can rightly deny it.
