Basically they told mods not to ban people just because they posted "problematic content" in other subs and only to ban people if they broke that specific subs rules while posting. Something contrived like that, but it really didn't do anything.
Hell I'm banned from a plethora of subs I've never been to simply for talking all kinds of shit in /r/drama. It might matter if an individual was limited to one account but since you aren't its just a way for the ineffectual to feel a modicum of authority in a reality they don't control.
