u/SDIHTD and u/WarSanchez, I take it all back. Before I said that WarSanchez was right but it turns out that WarSanchez is technically wrong. To simplify the sentence,

"Protesting is stupid" is legit. Here "protesting" is a gerund so it's acting like a noun, and is the (singluar) subject of the sentence.

You wanted to add "people" in front of protesting, but because protesting is acting like a noun then "people" needs to be possessive, so the right way to say it as you meant to would be,

"People's protesting is stupid" which is also legit.

What is not legit is "People protesting is stupid" because "people protesting" is not a well-formed gerund phrase, and in this case "protesting" is acting like an adjective modifying "people," which is the subject of the sentence, so it should be are, not is.
