There are plastic dog that you can order online that dogs can use to relieve themselves, a cheaper option is giving them a plushie or pillow, or you can just jerk off the dog with your hand. There are several options to help the dog. I have never said that the person must fuck the dog.
I have talked with people who are not attracted to dogs who jerk off their dogs, or borrow them their leg or a toy so they can help themselves. Is not a that big of a deal.
