The fact that it's a taxpayer funded institution doesn't mean that the constitution applies to it all of a sudden.

Your taxpayer dollars have gone to banks and oil companies in the form of corporate welfare and subsidies, but you don't see them allowing their employees to open carry all of a sudden.
