I've seen this type of sentiment amongst a lot of people. After the crane incident in Makkah 2 years ago, a lot of people I know said that it's the best place to die, in a place of worship, the heart of Islam, etc.
Although death is seen as something inevitable (like "it was their time") I think it was more common because it was an accident, not a murder/shooting, so it's easier to say that. It's not as common for people to say "it was their time" after they're murdered.
Gonna go out on a limb here and say that if, I dunno, Baruch Goldstein were the crane operator, there'd be a lot less acceptance on behalf of the hajji.
