Anyone can make a comment on any sub that isn't private and this submission only has 8 comments total, hardly enough to judge the whole sub over. There's a reason they hid their "no violence" rule addition on some obscure sub instead of the normal announcements one, it's just a sham rule of "we'll ban what we feel like".
