The serious answer is because police supervisory boards are a fucking joke. We've had police caught stealing, drinking on duty, and one killed his friend while drunk driving and the police always say "We've investigated and found no wrong doing" or give them a 3 day suspension without pay and a demotion for 3 months.
If the supervisory boards were staffed with lawyers instead of cops things would be a lot better.
