Not really. Google can control access to the servers it owns (which are a lot). Major ISPs can control access to everything. ISPs can affect your internet access on a larger scale than even Amazon and Google combined could. It's the difference between limiting access to the grocery stores in a region, and limiting access to all of the major roads in a region.
