No one has taken him up on that offer. I mean the Republicans couldn't get their own party to agree on a proper repeal and replace.
As I see it, there are a few ways to go about it. You could
Try to make improvements to Obamacare to make it as cheap and inclusive to as many people as possible, patching up problem areas and stopping situations from getting too dire,
Replace it outright with something presumably better, or
Let it fail and/or take potshots at it in an attempt to make it leak faster and thus letting millions of people get screwed without healthcare, all the while not actually attempting to make the situation better.
To me, it's simple. Do 1. For short term, and 2 in the long term. Had Obama not been obstructed through the latter half of his presidency, it is my belief (however misguided it may be) that he would have attempted to do #1, but I'm sure he saw it to be a fruitless endeavor. If they were as adamant and prepared as they claimed to be, they may have been able to skip directly to #2. Sadly, they insist on #3, at the benefit of no one.
I'm no scientist, not a professional anything. Not saying I know how to fix costs or how to write a healthcare bill. But on a fundamental level, it comes down to either trying or not trying to help people. "Let's repeal everything now and fix it later. Why? Who does that help? If I say I'm gonna tear down your rundown house and build you a new one, then say I don't have a plan for a new one, but I'm really adamant about tearing the house down now, and..... I'll figure out the building part later. That would suck. You can patch up a shitty house, or you can live in a dirt patch in hopes I'll build that house I promised.
I'm a concerned citizen and human. I want the best for other people, even when they don't want it for themselves. Or only want it for themselves and no one else. I want what can do the most amount of good. And screwing over millions of people, for "liberal tears" or whatever the reason, is a little irresponsible, and very helpful.

Republicans are clearly trying to sabotage Obamacare and other social programs until costs get out of hand and say they're too expensive without attempting to fix them. Entitlements is another word for "things that help the less fortunate, the poor, and the elderly" which for some reason people don't like because their greedy and don't want to pay any taxes.
