If I live in a violent, poverty stricken area? Definitely better than the alternative. I'm thinking more in light of the area. The best situation is to have everybody actually parenting their children competently with enough money to live comfortably and not spend 80 hours of every week working.
Keep in mind, I'm talking about violent areas where the kids are exposed to serious violence anyway. A white suburban school probably wouldn't benefit from this, except in exceptional circumstances where the bully is a damaged child who doesn't know the limits everyone else does.
