Having a large population of malnourished, sick, uneducated, etc. leads to higher crime rates, fewer people in the workforce, fewer skilled workers (which gives corporations an excuse to import more people from out of the country), higher medical costs and lower emergency medical quality for those who can pay due to the poor flooding emergency rooms to be treated for their illnesses (something that already contributes to the disproportionately high cost per capita of healthcare in the US), etc. Social programs like CHIP prevent the USA from turning into another Brazil or India. Even the middle-class in Brazil and India don't want to live there because the large and suffering underclass makes those countries a shitty place to be.
