The awesome part is that statement is rooted in racist ancient anthropology. Some societies had a more complicated version of gender (still very rigid, with no "fluidity", but had more than two genders, and very separate roles for each). So for european explorers around the 19th century they were considered savages with "no notion of gender".

Gender is one of those things that actually is codified (in different forms that might be more complex) in every society.
