Just one thing, you're wrong about the effects of a nuclear blast. I guess if it was a low yield nuclear blast that was completely clean 4km would be correct. You however forgot about the precursor waves that happen when nuclear warheads explode close to the ground. The SOP of nuclear weapons now isn't to detonate at the height of efficiency to get the largest blast effect. The new use for them is to detonate around 500ft, 152.4m above the surface to cause precursor waves. Precursor waves causes more damage than the nuclear fireball will. If you live near water, consider that another target so they can cause a nuclear fog. Nuclear fog will stick to just about everything it touches and irradiate the surfaces causing all kinds of health problems.
