If you see a character in fiction do it, and that character not being judged as a disgusting, perverted and depraved outlier that deserves punishment, that normalizes it. It in a way ''condones'' it, it entertains the possibility, it says ''more people have this phantasy. We will indulge it, though you shouldn't act it out irl, but here you have assassination fiction, enjoy''. Normalization will lead to abuse and it takes away from the ''taboo'' when it comes to thinking of murdering people.
