Hey retard, do you know why they changed the law? What am I saying of course you don't that would require you to question things. They changed the law because a bunch of people (mainly sex workers) were infected with HIV and refused to get tested because if they did they would be required to inform people they had HIV, which would mean no one would fuck them which would mean they'd go deeper into poverty.
The change in the law allows people like sex workers to get tested and treatment which helps to reduce the spread of HIV (Because it's rather hard to pass on if the person who has it is on their meds)
