(This is a real problem for all countries.) Doesn't mean they won't try again, but now they know Trump will respond, and the cost will be very high for them. That would be a pretty technical discussion to have about smartphone components, OS variants, networking, and data flows. And it's not something that the US would talk about publicly, or that the president would go into any detail about. A related issue was ZTE violating the NKor/Iran trade bans, but that could be a cover issue. The real concern is data security.

True, phishing attempts are out of control (as anyone with a free email account knows) and target US military contractors, financial institutions, tech companies, and anyone with valuable intellectual property. Supposedly the Chinese military runs a group that sends out these emails, although Russia et al send them out too. There is HW involved, in that clicking on a link or a PDF/Word attachment executes a command to install spyware, etc., on your computer. But they work on most computers. It may be, however, that Chinese-made equipment (smartphones, routers, and so on) has backdoors that facilitate this kind of hacking.
