If I were cynical, I might almost think that mayos are too lazy to parent their own children, so they just send them out to sit in the middle of the sidewalk smoking weed. And then they get aggravated when there's a call from the county jail telling them to collect their degenerate offspring, so they blame the government instead of themselves.
They are right though, a system where the harshness of the law is offset by the enforcement being optional is literally what they said about the USSR and how you set yourself up for the same level of entrenched systemic corruption.
