Only valid way to end a Civil War tbh. The south should have been reduced to a territory, and divided into federal administrative districts (which would bear no relationship to the previously existing states). Each administrative district should have a military governor appointed by the president, in possession of all powers towards the subjects of his district that he feels are necessary to keep the area peaceful and under the rule of America. Free American citizens from the north, or immigrants imported in for the purpose, would occasionally been sent down to build colonies in strategic locations, connected by a network of roads the subjects of America located in the southern administrative districts were forbidden from use of.
Eventually they would divide the southern administrative districts into multiple non-contiguous "islands", separated by these settlement zones. Then we would begin to colonize again into the islands until we had split the islands in two, and so on and so on, until the south could not be said to actually exist and whatever remnant population of the southern subjects of the American president had been fully absorbed by the settlers. Only after this process had completed would they would form new sovereign states, with new names, bearing no geographic or other relationship to the former southern states.

People don't seem to know how clearance works. A person with clearance also has to have a need to know. Probably only the president has no need to know. A high security clearance official would only have the stuff relevant to their job, there's not just a huge room somewhere with a massive database of national security secrets that you can just browse at your own leisure. And if they are leaking it to the public over the internet, they are incredibly incompetent and should be fired.
