Well due to the way Austrlia's proportional system works, election often depends on preferences further down the ballot. This guy also was not the One Nation parties first choice, he was only even elected because another senator was disqualified due to possessing some ancestral citizenship he didn't know about and didn't want (Australia is utterly retarded about that), so for someone to place him as first choice they'd have to go out of their way. Most of his votes were probably just to people following One Nation how to vote cards and putting him second or third or whatever.
