Neoliberalism, being the most common form of 'centrism', and being an avowed union of government and corporate authority, is indeed a fascist ideology. It believes in restricted the impact of the electorate so that a narrow, 'technocratic' (but not really, very ideological economist types) elite can make all of our decisions for us with absolutely no input, and usually coincides with a sharp rise in incarceration and authoritarian government action to try to deal with it's malcontents.
