I mean they have the option of taking easier jobs for less money. Some construction workers earn $20+ a hour because it's a difficult job. Some people don't mind hard work for good pay, others like myself would rather do an easy job for twice as long for the same pay.
The ridiculously strict rules really did not make sense at minimum wage, although they do make slightly more sense at 15$ an hour. Is it worth it for some people? Sure, that doesn't make it reasonable.
