The people claiming mandatory insurance have never lived on a sail boat unless you have the thing dry docked all year and it never gets actually used insurance is normally worth more than the replacement of the boat a year (assuming you actually blue water sail). almost no one that actually does ocean sailing has their boat insured. (Outside of multi-million dollar toys or racing boats)
No one is advocating you go to Lloyd’s of London to insure your POS 20 ft live in. They are telling him to get liability insurance incase his dumb ass doesn’t moor his boat properly and it breaks away in a storm and damages someone’s multimillion dollar yacht/house.

Because once you are more than 100km from shore you are either not covered or your premiums go up so much that you might as well put that money in an investment account in case you do sink her. Very very few people keep the insurance going once they leave port.

It probably is salvageable however it's probably not worth it. Depending on where it is he will get a substantial bill for removing the wreck cleaning up any fuel leaked. Guy was an absolute mong you take a boat into the mangroves that has cover from the directions the Wind will come, you take all the sails down and the bimi and anything else that might catch wind.. then you don't loose your boat they are actually a very safe place to be in a hurricane assuming you prepare.
