The real issue for transgender people is that the government so far often doesn't actively differentiate between sex and gender. So they'll still get fucked over in the regard, unless all the rights instead get rewritten to instead include gender (yeah, fat chance).
The conflation of sex and gender surrounding this whole memo and reporting on it is super retarded. It's hugely different if the admin wants to define sex as biological vs them wanting to define gender as biological.

In the worst case they would probably lose a lot of legal recognition. Some states recognize gender and have laws tailored to that, but others basically just have sex.
It sounds like trannies won't be allowed to play in cross-sex sports leagues or use the other sex's locker rooms in public schools. And they'll be put in the prison for their biological sex. Stuff like that. But I don't actually know for sure, that's just what the article makes it sound like.
