As in, how they chose to operate in certain markets, their choices on what games to promote and axe, some of the top-down publisher demands on the developers. All politics aside, I just feel like I am left scratching my head when reading about Japanese companies more than others. If I had to guess, it probably has something to do with the Japanese economy being one of the most isolated, if not the most, of all the developed nations' economies.
There's always a subset of smelly, obsessed losers that form the initial push for something like this. Do you think the first Street Fighter guys wore deodorant. However, the Smash community has been attracting more normies. I didn't even believe this until a few days ago when I read one of the articles about how smelly Smash cons are. It turns out that the smelly people are a small fraction of the attendees (like 5%) and, in fact, it's the pro players themselves that are often a source of the smell. In other words, there are normal consumers attending these cons, which is why the BO issue has even gotten attention to begin with.
All the signs are there for an avid, profitable franchise, and designing the game to embrace both this community as well as the casual players would be trivial.
Bonus: it's a physics/framerate issue that's causing the virtual boobies to not jiggle, not censorship
Meaning the reason the Switch version has boob jiggle is because the Switch is so shit it can only run at 20-30 frames as opposed to everything else's 60
