The presidents control over tariffs should be revoked by the Democrats, Trump has abused it enough. Tariffs need to go through congress.
Congress would still run tariffs against China because Trump's policy vis a vis China is the single issue he actually has bipartisan support on. If he didn't, then he would be getting far more push back from Congress and the business community.
