Because not all states are up at once, the senate "popular vote" in any one state actually its not a good measure of how biased it is towards one party of the other due to disproportionate representation. If anything the senate has actually been less republican biased over the last decade than the house. There are a lot of small blue states that sort of balance things out.
Plus there was no republican at all running in California, which just makes the statistic even more useless.
Maybe you could calculate the bias by adding up the vote totals from the past three senate elections, that might give you a rough idea.
