A lot of forests still suffer from past fire suppression efforts that have allowed these fires to happen, even though it's been known since the 60's that periodic fire is important to stop this from happening. There has been improvements, but it's not an issue that will go away for a while.

As for Droughts, the southern california fire was in an area of bad drought, but the northern fire was only in an "abnormally dry" area.
